Shining like a beacon at the crest of Route 41 in Toughkenamon, Pa., the Hilltop Inn offers the best crabs just over the Pennsylvania border, with a huge bar out front, dining area to the left and out back, and a separate buffet area off the right, where huge sheets of crackling brown paper serve as makeshift tablecloths.
